Rust is providing construction management services for this project to build a 400-megawatt-coal-fired generating unit at an existing facility. Construction is expected to take three years. Approximately 1,200 craft people will work on the project during peak construction.

When Unit 4 begins delivering power in late 2009, it will bring the facility’s total capacity of 1600 megawatts to 1.3 million Arizona customers. Air emission controls on Unit 4 will meet EPA's Best Available Control Technology (BACT) requirements.
