After a catastrophic fire destroyed much of its power plant in Marshall, Texas, Harrison County Power contracted with Rust Constructors to perform construction management to get the power plant up and operating as quickly as possible.

The team at the site was a mixture of Harrison County Power and Rust employees with contractors performing the work. The craft employees were heavily mixed, many of whom spoke little or no English. Rust developed programs in English and Spanish to ensure that all workers received safety training. Rust also created a craft safety committee to engage employees in the safety process.
